OK to tip toe as a commuter?

    Hi,
    I’m new to riding bikes. I’m planning to learn. Due to my short stature, 5’5, I’m tip toeing on the bike I’m planning to buy. There aren’t many options on this segment and which fits my budget and also I’m tip toeing on everyone of them.
    Is it OK (safe), as a commuter living in a very traffic infested country (India) to buy such a bike (or in my case buy at all)? The bike is a TVS Apache RTR 200 4V (available only in India)
